Rwanda is one of Africa’s most expensive safari countries by design. Here is what the authorities fix, what you control, and where the money makes the most difference.
A Rwanda safari costs more per day than most African trips, and the reason is policy rather than markup. Rwanda follows a high-value, low-volume approach to tourism: fewer visitors, higher fees, and more of the money flowing to conservation and to the communities around the parks. The gorilla permit alone is the largest single line on most quotes.
That makes Rwanda unusually easy to price. A large share of what you pay is set by government bodies and park managers, published, and identical whoever books it. The rest depends on your choices: the lodges, how you travel between parks, how many treks you take and how long you stay.
Below you’ll find every authority-set fee in one table, a worked example, the factors that move the rest of the cost, what each comfort level buys and our view on where to spend. We don’t publish package prices; every journey is quoted to your dates.
Fixed Costs
Rates for foreign non-resident adults, as published by the Rwanda Development Board (RDB), by African Parks, which manages Akagera and Nyungwe with RDB, and by Rwanda’s immigration service. The national parks are cashless.

The Arithmetic
To show how quickly authority fees add up, take a one-week trip for one adult on a US passport, with two gorilla treks, a golden monkey trek and two nights in Akagera including a sunset boat trip. The two gorilla permits come to US$3,000 and the golden monkeys to US$100. Akagera’s two-night entry is US$150 and the boat US$45. The visa is US$50.
That is US$3,345 per person in government and park fees before a single night of accommodation, a vehicle or a guide, at the rates published in September 2026. With one gorilla trek instead of two, the same trip’s fees fall to US$1,845. This is why the number of treks is the first decision we talk through with you.
Price Drivers
Beyond the fixed fees, six choices account for most of the difference between one Rwanda quote and another.
The widest variable. Around Volcanoes, choices run from comfortable garden lodges in Musanze to a handful of exclusive villa-lodges on the park edge, some set on private reforested land, which rank among the highest-priced stays in Africa. Location matters as much as finish: a lodge near Kinigi saves a very early start on trek day.

Rwanda’s distances look short on the map but the roads wind through the hills: Kigali to Nyungwe takes 5–6 hours. Chartered helicopters turn the longest drives into short flights and are priced per aircraft, so they cost less per person for a family or a group of friends.
Every journey we plan includes a private vehicle with a driver-guide for the whole trip. It is a daily cost split between everyone in the car, so its share per person falls as your party grows.
Park entry at Akagera and Nyungwe is charged per night for the first three nights and then stops rising for several nights more, so a longer stay in one park costs less per night than a quick visit.
Many lodges charge their highest rates from June to September and over the holidays, and less in the rainy months. Permits and park fees are set separately by the authorities, so the seasonal difference shows mainly in accommodation.
Comfort Levels
On a short gorilla trip, permits often outweigh the accommodation; on a longer trip, or at the top comfort levels, the lodges take over as the largest share. This is what each level typically gives you, and where it earns its place.

If you’re deciding where to put your investment in Rwanda, start with the lodge on your gorilla nights. A short drive to Kinigi, a fire in the room and a hot bath after the trek change how the day feels more than any upgrade in Kigali, where you’re mostly asleep.
Next, consider a helicopter on the single longest leg, usually Volcanoes to Akagera or Kigali to Nyungwe, if the day matters more to you than the fare. Then think honestly about a second gorilla trek: for some travelers it is the best money they spend in Africa, while for others golden monkeys and the hike to Dian Fossey’s grave give a fuller picture of the Virungas for a fraction of the fee. Spending Well
None of these take the heart out of the trip.
A single gorilla permit followed by a golden monkey trek the next morning gives you two primate encounters in the Virungas for far less than two gorilla treks.

Kigali to Volcanoes and Kigali to Akagera are each around two hours by road. Keep the helicopter for the long cross-country days, or skip it altogether.
Three nights in one park means fewer transfer days, and at Akagera and Nyungwe the entry fee stops climbing after the third night.
The vehicle and driver-guide cost the same for four as for two, and a helicopter charter is priced per aircraft, so friends and families share both efficiently.
Lodge rates are often lower outside June to September and the holidays, and it is easier to secure permits for exactly the dates you want.
